Companies may submit their proposals as part of a consortium, provided that each consortium designates an Operator holding at least a 30% participating interest, and no individual company holds less than 10% interest. All consortium interests must total 100%.

Unlike traditional bid rounds, the Open-Door Offering allows companies the flexibility to choose their preferred acreage within a given sector and submit their own proposed work program.
