The Open-Door Offering will remain open for 2 years, starting 24 November 2025.

  • Evaluation of proposal and publication of acreage of interest by Staatsolie within 20 days.
  • Opportunity to submit competing proposals within 90 days.
  • Evaluation and selection by Staatsolie within 20 days.
  • Finalization of agreements: for a PSC within 90 days, and for a JSA within 30 days.

Companies may submit their proposals as part of a consortium, provided that each consortium designates an Operator holding at least a 30% participating interest, and no individual company holds less than 10% interest. All consortium interests must total 100%.

Unlike traditional bid rounds, the Open-Door Offering allows companies the flexibility to choose their preferred acreage within a given sector and submit their own proposed work program. This can be structured under either a Production Sharing Contract (PSC) or a Joint Study Agreement (JSA)/Technical Evaluation Agreement (TEA).

Yes, all interested companies must meet the qualifications as outlined in the ODI.

The qualification process is separate from proposal submission. Companies must first meet the qualification requirements to submit a proposal.

There will be no priority for early submissions. All proposals will be assessed equally based on their quality and score according to the established scoring system outlined in the ODI.
